Betting was officially legalized in the state of Maryland in May of 2021. It started with Maryland voters heavily supporting sports wagering in a 2020 general election ballot measure, ultimately laying the groundwork for legalizing online sports betting the next year.

In January 2021, Maryland legislators reconvened to discuss the topic, and by May 18th, the bill was signed into law by Governor Larry Hogan. Then, in early December 2021, retail sportsbooks began accepting bets. Finally, on November 23, 2022, online sportsbooks were approved to also takes bets.

Class B-1: The Maryland sports betting regulations state that applicants not eligible for a Class B-2 license can apply for the B-1 license. The regulation for this license is rather vague.

Class B-2: Organizations with less than $3 million in aggregate gross receipts and fewer than 25 employees can apply for the Class B-2 Maryland sports betting license. Also included are small businesses and bingo halls. 

Online and Mobile Licenses 

Up to 60 online sportsbook licenses are available. Retail license holders can apply for a mobile-only license but have to do so with the SWARC application. Although a large number of licenses for online sports betting in Maryland are technically available, the likelihood of all being used is slim. Realistically, we expect between 15 and 25 operators to be available for online bettors.
